Does anyone have an opinion on the best app to locate a phone? I am always misplacing my phone and need a quick way to locate it in my house.

the mobile phone's make and model does matter. recent mobile phones now have a built in gps system which is indeed helpful in tracking your phone. apple's iphone also has mobile me.
if your phone doesn't have it, then you may need to get a 3rd party's phone locator software.

And if you are using iPhone with iOS 4.0 and above you can use the "Find My iPhone" which you will see from the link below. This features:
