Most powerful mobile phone?

Does anyone know which company manufactures the most powerful mobile phone? I'm talking about processor speed and the amount of RAM it has, not necessarily the software which runs on it. I know Samsung have a couple of high-power smartphones, but I figured the new iPhone 4 might match them.

Alternatively, if anyone has a resource on mobile phone specs I'd appreciate if you could link to it. I'm trying to pick out a phone to hack around with and it'd be best to get something powerful, even if it ends up being quite expensive.
